The Public Service Commission (Lok Sewa Aayog) has announced vacancies for the positions of Non-Gazetted Second Class (Non-Technical) Kharidar and Equivalent Posts in the Civil Service and Federal Parliamentary Service. The recruitment will be conducted through Internal Competition, Open, and Inclusive Competitive Examinations. Eligible candidates must apply through the official online application portal: psconline.psc.gov.np.
This advertisement has been issued following the writ of mandamus from the Supreme Court (078-WO-0660) and is in accordance with the Civil Service Act, 2049. The allocation of inclusive category positions will be determined based on the forthcoming Federal Civil Service Act.
The selection process includes:
Written Examination
Computer Skills Test
Interview
The written examination will be conducted at designated centers in Dhankuta, Ilam, Khotang, Jaleshwar, Kathmandu, Hetauda, Pokhara, Baglung, Butwal, Dang, Surkhet, Jumla, Dipayal, and Mahendranagar. Additionally, specific vacancies will have examination centers in Lahan (Siraha), Birgunj (Parsa), Humla headquarters, and Dolpa headquarters.

Candidates must meet the educational qualifications specified in the Civil Service Act, 2049 and Federal Parliamentary Secretariat Act, 2064:
For Justice Service (Law, Government Lawyer), Administration Service, and Federal Parliamentary Service (General Administration Group): SLC or equivalent from a recognized institution.
For Administration Service (Accounts Group): SLC or equivalent with Mathematics, Ain Shresta, or Optional Accounting.
Candidates with SLC under the grading system must have a minimum GPA of 2.0.
Permanent employees in Non-Gazetted Third Class and Non-Classified Positions can apply.
Must have completed three years of service (except for women, indigenous groups, Madhesi, Dalit, persons with disabilities, and those from backward areas, who are eligible with two years of service).
Candidates must score at least 45% in the First Phase to qualify for the Second Phase.
Results of computer skills tests and interviews will be published alphabetically.
Candidates qualifying under multiple categories (Open & Inclusive) will participate in the computer skills test and interview only once, with scores applicable to all categories.

Indigenous/Ethnic Groups: Certification from the Chief District Officer (CDO)
Madhesi: Government-certified Madhesi identity proof

Persons with Disabilities: Disability identity card from Social Welfare Council
Backward Areas: Residency proof for specified districts
Applicants must submit all service, group, and inclusive applications simultaneously.
After passing the written examination, candidates must present original documents during the interview.
Failure to provide necessary documents may result in disqualification.
